Im like 23% of BF even Im just at 143 lbs, My face is like a bloated fat potatoe

Only place you should be worried about losing fat is your undereyes. You may not if you have good bones and fat distribution. If not, you can always get fillers or implants.

I have no muscles, 5'7, 143 lbs, I lose 50 lbs but Im still fat, I have to lift and eat in deficit until I looks like a skeleton

Given your level of fatassery, you should be able to lower your bodyfat while eating at maintenance (by gaining muscle).
