You have potential to add some width if you have good clavicle shape.
You could also potentially gain SOME width through age, though not that much.

It's bad but you could mitigate it to reach at least average level (18.5 to 19 inches).

some sources say 18 is usually when it stops growing, but tbh I really doubt them because when I look at an 18 year old vs a 25 year old one of the biggest differences is width so maybe. How wide is your brother if you can estimate?
