yes you could remove the skin/fat and get upper eyelid fat grafting
its up to you if you think its worth it or not
your eye area is pretty decent overall all the only other issue would be the sagging lower eyelid which you can fix with a lower eyelid retraction surgery

It's not that bad bro, relax and don't be too hard on yourself.

I'd recommend an upper blepharoplasty to remove the eyelid skin that's starting to hang over your pupil. You'll have to watch this area as you age because it may end up interrupting your ability to see. If you go to a good doctor, specifically a doctor that specialises in the eye region, like an oculoplastic surgeon, he will remove the excess skin whilst retaining the preaponeurotic fat pad within the superior sulcus of the eyelid. This will keep your upper eyelid fullness, which is a youthful, masculine, and healthy trait.

I'd also look into some dermal filler treatments, specifically in your eyebrow and lower eyelid/tear trough region. And maybe even a touch in your temple, too. This will help with the positioning of your eyebrows, remove any hollowing, and help lift up your eye area slightly. These three treatment areas are significantly underrated and unknown, but create a massive, massive difference. Just go to an experienced injector.
