Spend a lot of time searching for artists. If you like most/all of their work and can trust him/her then go that person with your ideas.

idk what u mean worth it? get them if u want one and like the way they look or mean something to you.
if the question was are neck and hands tatts worth it thatd make more sense, as they are still seen as taboo and could hinder ur ability to get a job
