Does HGH work if your growth hormone is at a proper level?

I heard from professional endocrinologists that taking HGH is pointless if your growth hormone is already in a decent-good level, considering it wouldn't even have any effect ignoring the height you are and the height of your parents, as you'd still reach the height you have to reach by natural means anyway.
Is this true? I'm just curious, my growth plates at 21 are closed either way.

Yeah mine told me the same

I still think that it makes a difference if its 400 ng/ml vs 700ng/ml IGF1 Blood value
 
why would it not work? I've gotten my IGF1 from 500ng/dl to 713ng/dl fasted using GH peptides along with 7.5iu's of GH at night.
 
Genetics win in the end, but HGH makes you reach your full potential.
