freckles are caused by sun light, so use a potent sumscreen everyday

but then i look pasty and unhealthy i want to be able to tan mildly and not have thousands of freckles

or just get it removed with IPL lasers for like £75-150

I've heard that they fade naturally overtime. Freckles can be bad, but they aren't always.
