the problem is unless I have a really short buzz cut my hair follicles grow in a way that goes straight down my forehead causing it to look even smaller

Consider yourself blessed tbh, but I were you I would grow it out and attempt to cover the entire forehead with hair, your hairline is so low that it fucks up the harmony of your face when you expose your forehead
