That’s the submental region. Only ways that I know is to either get is tightened with fillers or something.

so I've got the same problem
somebody said in some thread that swallowing mewing style while looking up (and positioning your head upwards) might be slightly beneficial with time, but that's not confirmed really
of course, lowering bf will slightly help but might not be enough (some of the under chin fat will not go away along with the general body fat level, because of reason I don't comprehend)

besides that
injection lipolysis(Kybella) - the substance injected melts the fat, has to be repeated several times
or liposuction (self explanatory)

if you do all of that it will be better but possibly never satisfactory enough
mainly because of this:
