I have gotten multiple surgeries yes but I don't know much at all about the eye area because I never really considered it. Now I realised it's importance.

It's for lenghtening the lateral canthus and make a PTC, it's similar to a cantoplasty, Barrett has a strong PTC
They do it in Iran/Turkey
In September post the result of your surgery.
