if someone has bad development does that mean they still have 'good' genes that could show up in their kids?

For example with height. Say two parents 5'10 and 6'3 have a boy with really bad development and nutrition and he grows to be 5'6.
if that guy has a boy with a woman who is 5'10, and then give him good development breastfeeding and all that stuff. Would the child grow to be 6 foot plus?

if you smoked a pack a day since thr age of 7 and ended up 4'2. but still managed, by some miracle of god, to reproduce. then the child wouldn't end up 4'2 if it wasn't genetically predetermined

bad development and nutrion aka environment could be passed down because of epigentics
