I want to drop to 10% bodyfat for maximum face bone gains and stay on that level permanently. My gymbro friend said that if I want substantial muscle gains I will have to "get a little fat" and cut it afterwards.
I don't want to spend any time in college not being at my best so I really don't want to get fat but I also want to improve my body.

What do.

If you've never trained before, then you'll probably gain almost all muscle if you're eating at a reasonable surplus. The longer you've been training the worse the ratio will be.

But you'll have to accept that some fat gain is inevitable when bulking, but you can easily lose it with occasional cuts.

How long does it take to lose all of it with a cut?
 
Depending on your program maybe 1-2 lbs of fat lost per week.
 
Don’t bulk, just lift and eat less. And focus on ur facial bones
