I noticed one of my friends i can't see his story show up but when I view who viewed my story & then i can click his icon and then I see his story.

Does this mean he has me blocked custom or does he have some other setting enabled?

you can set it so that your story can only be viewed by people you have marked as "close friends".
that's probably what he did
