What makes someone's skull large and small?

I've heard people talking about large skulls and small skulls multiple times. But what makes a skull truly large and small? I would like to have your opinions.

Circumference makes a skull large or small.

Good looking people generally have big ones, 23+ inches

Circumference only matters when your occiput is flat. Wide bizygomatic, jaw, temples and skull length makes a skull big
