Why is this guy ugly, could he ascend with surgeries?

IMO he gives off a really weakish vibe. In comparison with the good looking guy abovie you see his head is not that small, yet he has this weakish bony look.
Could he ascend with hairline lowering, a better haircut, without glasses, a jaw implant, a nose job and lots of steroids?

I am asking because I sadly look similar to him.
