Photoshop is king, with the tools, tutorials, and support available.
Either you can buy it and pay monthly, find it through less than legal means, or:
Get another paid program (But to this, I wouldn't know why you wouldn't just get Photoshop) or
Open-source image editors such as GIMP (very good), Paint.net, which are great and free.
