I dont find a rope so small for my neck
I didn't mean it literally ffs.

But seriously, start bulking and gain weight. Train your neck + everything else while you're at it. You look way too skinny for your height.

I know since 12 i want to go to the gym (i was so fat since summer last year) but i dont realy have the best financial situation

Do you know what calisthenics are?

Firstly, just try and eat more food. Particularly fat + protein. From there, start training calisthenics daily. You don't need equipment just your body and the floor. Google it, or ideally, youtube it. There are loads of good workouts you can do without any equipment.

I started very recently to do body weight exercises, but im very weak i eat at least i try to eat more
