Some people subconsciously make this link but I am here to give you my anecdotes
I think that brown haired heightmoggers are more common if taking an equal sample size from countries where both hair colours are common
Besides from seeing two blonde Dutch guys who were approximately 6'9 (one was a bloated babyface Hipcel and one was a bad neck posture birdcel)
All of the most memorable heightmogs I received at the hands of Dutchcels were from brown haired chaps
Also you have bosnians etc adding more height for dark haired european males
