It may be sudden (within a few years), but in nature, the population most often decreases with very low birth rates, which would happen over a few generations as the supply of fossil fuels dwindles. So instead of people starving, no one would have children, and the above scenario described would occur where harams would rule. Although it will probably be a combination of both starvation and low birth rates.
