I doubt they mean it or really know what 10 inches of difference looks like irl, it's just a convenient number for "very large difference". According to a large study they did in 2013 the heights with the most appeal were 6'0-6'2, 7-9 inches above the average American zoomer woman. The European 20 cm one seems much more reasonable to me, so ideal is 7-8 cm above male average.

In usa height minimum is less of a minimum more of a preference like girls will say they want a guy to be 6ft but if a dude is unfrauded 5’11 they will still date him it’s more of like a thing they say for social credit amongst other women, saying anything less than 6ft as a woman makes your standards seem abnormally low to other women.
