Ideally it should match your arms and calves to keep in proportion so ideally:

5 10 should be 15.5-17

By 6 4 should be around 18 inches

Im a pretty a skullcel and 5'9 and training neck
I believe 40-42 is a sweetspot ((my current neck size when pumped))

big B0I 20 inch neck. Nah, it has to be a wider than they widest part of your face. I think around 16 - 18 inches is good.

Needs to be in line with jaw. Mine is 14.5 inches at 6 foot. Fuck I need to start training neck.
