Its a long process, especially since some illnesses (like virus) can also evolve. For looks, one example is we are getting taller and taller on average over time. But now with plastic surgery and medicine we have basically stunted human evolution.

People are getting taller and taller over time, no reason that wouldn't happen with other attractive features: look at blue eyes, literally came from ONE GUY. More tall and blue eyed people over time = increase in over all attractiveness = closer to chad race. In Poland we get 500 zlotys for every child you have per month. That's about 20% extra from normal salary and it hasn't increased birth rates at all.

The only way to increase birth rates is abolishing obligatory pensions (w/o pensions the children would take care of their old parents thus having kids would be incentivised), getting rid of wealth transfer from men to women so they rely on having a husband more and getting rid of shitty obligatory public education.
