Is it possible to grow hair where there's never been any?

So I was born with a subhuman hairline and was wondering if I could regrow some hair where there's never been any, I have pictures of me in a stroller and the hairline is just a little better than now. Can it also happen without surgery?

Idk if I'm norwooding, I'm 16 so I really shouldn't be. But on on the edges of my hairline I could made 3 fingers to my eyebrows, while in the middle it's four. I've always had this but idk if it's gotten worse. If I shape them up they look like steps.
