Be honest, I’m don’t think that’s your main problem is ur philtrum. Maybe only shape (but I’m need to see a pic). If u have a philtrum longer than 12+- mm, u don’t need worry about it.

To answer, no you can't. You can artificially reduce it a lil bit by a lip lift, but you can't lengthen it unles you're literally deformed sfcel tier and get CW bimax. Widening the mouth via mse can make your philtrum a lil bit longer too, but nothing crazy.
