You're being paid to LDAR and not cause society any problems, like you might if they took away your neetbuxx. It's essentially hush money, to keep you from becoming a thorn in society's side by complaining more loudly about your situation. If you're able to sleep till noon and then sit in your comfy chair and play vidya and browse obscure incel sites rather than doing something more desperate because your financial situation has your back against the wall, then that helps protect the order and stability of society.
Being on neetbuxx makes you less likely to be part of, e.g., some angry mob that takes to the streets, because now you have something to lose (since having three hots and a cot in prison is more comfy than living as a homeless bum on the street in the middle of winter; but not as comfy as living at home with some neetbuxx). This is why even conservatives will say, "We gotta give the poor some free stuff, because we don't want them turning to the criminal underworld, or forming the rank and file of some leftist group that wants to storm our mansions to take what we have."
It you didn't have neetbuxx, and no family wanted to take you in, the taxpayers might ultimately have to pay to keep you in the slammer for most of your life (e.g. if you repeatedly ended up sleeping on the street so that they needed to be taken into custody as a vagrant). It costs about $25,000/year to incarcerate someone, because they have to pay not only for your food and shelter but also a bunch of security (surveillance cameras, roving patrols, etc.) Plus it looks bad to have massive numbers of people in prison who didn't even deal drugs or look at child porn or anything like that, but are just there for being poor.
So in the end, it's cheaper to just cut you a monthly check and be done with you. You're being paid to not cause trouble, so essentially being on neetbuxx makes you like a gangster overlord who's able to extort from the people and even control politicians. Might as well buy a thick gold chain with a diamond-encrusted dollar sign symbol (to represent your neetbuxx) from the 50-cent vending machine at the grocery store, then, and start strutting around like a gangsta. People actually do feel intimidated enough by you, after after all, that they essentially say, "We'll pay you whatever you want; please, just leave us alone!"
They can say that neets are pathetic, but it's no different than how a lot of these government bureaucrats and unionized laborers are, who can't be fired for fear they'll cause a lot of trouble if they're thrown out of work. If they were actually being productive enough to merit their salary, they wouldn't need to point a gun at their employer's head and say, "If you fire me, or don't meet my demands for more raises, there's gonna be trouble."
Another way of looking at it is that you're simply retired. There's no shame in that. Cops, soldiers, and other government workers have no problem living off of a pension after a certain number of years of service. What happens is, they get old and then the government says, "Your services are no longer required, so here's a pension; now GTFO." They're being paid to go away quietly rather than sit around on a payroll forever and raise a fuss if their job is ever taken away (kind of like how betabuxxes pay prostitutes to go away after sex, unlike their ex-wife, who keeps sucking money out of their bank account like a vampire).
Well, the neet who was ultimately deemed by every employer to be unfit for the workplace is the same way. It just happens that he was able to retire after much fewer years of service (maybe without EVER having to work). Of course, society's view is still, "I don't want my 9-year-old daughter walking past his house on the way home from school, while he's sitting at home in his basement looking at that stuff, because I feel like that puts her in danger.
