What causes an entire account to get purged? Also what happend with that deleted member

What causes an entire account to be purged. Neither their name, nor their posts, nor their reputation score are not available. In place of their name, only deleted is displayed for the account."

And what happened to this account?
It was registered on April 7th.

Another user registered on April 14th.

Both of them are now deleted accounts.

(The deleted account number is the number representing the order in which someone registered on the forum) However, how is such a significant difference possible between these two accounts, even thought they have similar join date. And how is it possible that a deleted account profile is public (which would typically become private automatically for everyone after deleting their account) and why wasn't the profile picture of the account deleted either, which would normally should after deletion. How is this possible?"

One is hard deleted (has to be done manually, iirc -- costs money and not everyone is eligible for this). Other one is self-deleted (free of cost, anyone can do it).
