I'd argue this is only the case in prosperous civilizations where most people are too busy living hedonistically to care. Furthermore, what you are calling 'extremist' today would've been normal in past eras.

I also feel like it's this, say the el paso shooter for example, he was bullied growing up and just felt like killing a bunch of people out of anger, anyone, so he thought well I might aswell express my political views along with it. If the el paso shooter lived in Memphis he would've targeted Africans instead of Latinos and if he lived somewhere with everyone European then he would just killed random Europeans

I don't think a single mass killer has ever killed anyone because of their opinions/views/ideology it's always because of how they feel naturally. I know nothing about Anders Breveik other than what he did but the real thing to blame for what he did was whatever happened to him growing up he must've either been abused at home or in school. If right wing extremism didn't exist then he would've just assigned himself to some other ideology and if no ideologies existed he still would've done something.
