The guy was pure mindfuckery when he first appeared, you could not tell what his intentions were:
He could change his voice and personalty on a whim, put up a character so that others would let their guards down then kill them at any point he wanted. He was basically the emdodiment of satan trying to tempt Kenshin into breaking his No Killing vow. And guess what? He fucking suceeded, not by using cheap tricks but by pressuring Kenshin by overpowering him in battle.
And to conclude his appearance, he then went in the middle of the night and killed the people who believed that they had him under their control. then the writters kinda got bored with him so he became more generic.
