Thoughts about Topical Finasteride?

I'm planning to get this product from MinoxidilMax

DualGen-15 NO PG Plus

15% minoxidil +Finasteride

It has an equivalent of 1mg of Fin in 1 mL and also 15% Min. Is this just as effective as taking the oral one? Any experience with ordering products from this site?
