i dont know what slum u live in but im 15 and have a 20.5
i am very slightly wider than people in my class and they are all also 15, average seems to be 19-20 in a non starving area

my nigga get a sheet of paper and wrap it around ur head and mark it then measure it its not hard
measuring tape is just a thin piece of paper anyway

i guarantee ur family has one anyway so go asking around or just buy one

i’m 5’11 at 15 and i’ve grown about an inch in the last 3 weeks, and i haven’t grown for a while before that, so i think i might be having a growth spurt. is there anything i should be doing to optimise and get the most out of it?

It's avg don't worry
With time and as you finish puberty it should definitely grow more mine was around 20 at 6'3 when I finished puberty .
