Hits hiten mitsurugi style meant absolutely nothing when fighting against stronger enemies who could follow his movements. Examples:

-Jin E blocked his batotjustsu

-Aoshi almost killed him in their first fight

-Saito almost killed him

-Misao is a weak ass girl and could, albeit barely, follow him when running

rurouni kenshin differs a bit from the classical shonen because it doesnt feature a teen upstart training to topple the top dogs, it features a guy in his 30s that is already a top dog one-shotting fodders and battling other top dogs

also it has been implied that kenshin was mentally nerfed due to holding back his will to kill (symbolized in the battousai persona) and after managing to fully get the inner peace that he craved - due to realizing his true nature, that his will to kill was the will to live - he stops being mentally nerfed.

thats why before the kyoto arc he had 'godlike speed' against fodders but top dogs were able to be even faster than him.

was able to beat the first guy in the series that gave him a true L - soujiro - after fighting aoshi, then proceeded to defeat shishio basically the best swordsman in japan bar hiko seijuro, kenshin's master

TLDR: kenshin took on a gauntlet of three of the best swordsman of japan beating them all one after another, he is pretty much the second strongest character in the series.

iv- kenshin wanted to seggs her thats why he let prime ninja JB follow him for a while

v- yeah he got mogged the 1st fight but after training he kicked that twink boi's ass after fighting aoshi one of the best swordsmen

and yet aoshi still almost killed him in the second fight. shishio incapacitated him and it took 3 people buying time for kesnhin to fight
